Op-Ed: Rollback Passed. Can Guam Afford It?

The Guam Legislature passed the Fiscal 26 budget bill last week. Included in the bill was a rollback of the island’s 5% BPT to 4%. In 2018, the BPT was raised as a “temporary” measure to battle the adverse impact of Trump’s tax cuts. Some legislators argued that the government can afford the $80 million revenue loss. Others say the rollback is premature, noting there remains priorities that the BPT funds that will be negatively impacted. Let’s get into it →
